Eligibility for a matchday's scouting bonus is set by a player's ownership at the matchday deadline - not at their individual kick-off. Players shown at 4.9% or below are eligible; players at 5.1% or above are not. Players shown at exactly 5.0% are sometimes eligible and sometimes not - the cut-off uses more precise ownership than is shown on the official site or available via its API, so it can't be determined from the displayed 5.0% alone.
